After the trustee election: results, bylaw decisions and the new term

This is the October 21 record check. It keeps early vote counts apart from declared results.

Vote counts

The Trust page gives preliminary counts.

Our October 21 reports also show declared results. We keep these apart.[1]

Separate steps

Executive approval is not the same as local adoption.

The Saturna minutes tell staff what to do next. They do not prove it was done.[3][4]

Draft budget

Staff link $528,000 of the draft rise to pay for trustees and existing staff posts.

That is 39.3% of the total draft rise. It is not a household tax bill.[5]

Islands Trust lists vote counts for ten areas with trustee races. Gabriola filled its seats by acclamation. So did Mayne and Saturna. Each area has two seats. The Trust calls its race counts preliminary. Election offices have also issued separate official declarations. Our island reports give the candidate totals. They show who leads in the counts. They keep that apart from who has been declared elected.[1]

Trustees will be sworn in on November 12. The first Council meetings of the new term are set for November 13 and 14. They will be in Victoria. The public can join in person or remotely. The program includes Executive Committee and Conservancy Board elections.[2]

The September 23 minutes are adopted. They show the Executive Committee’s approvals. The group approved Galiano Bylaw 300. It approved Hornby 176 and 177 too. It also approved South Pender 131. This is not the local adoption step.[3]

Saturna’s September 28 minutes are adopted. They deal with enforcement Bylaws 146 and 147. Both had all three readings. Both also had a referral for approval. Staff are told to start adoption. They would use a resolution without a meeting. The Executive must approve first. This direction does not prove that adoption took place.[4]

The October 15 Financial Planning Committee package has the first draft of the 2027/28 budget. Staff link $528,000 of the projected rise to trustee pay and pay for existing staff posts. That is 39.3% of the total projected rise. These are draft budget sums. They are not an approved tax rise or a household tax bill.[5]

The Trust results list no separate Ballenas–Winchelsea trustee race. Its latest indexed agenda is dated August 21. It is for a special meeting. This agenda is for the Executive Committee. It acts as a local trust committee here. A closed session and rise and report are on the list. It lists no bylaw change for readings. None is listed for adoption. The list does not prove what the meeting decided.[1][6]

Our island reports set out the bylaw records we checked. They also say which outcomes we have yet to verify. There are twelve local areas for trustees. Our reports cover all of them. They cover Bowen’s two municipal trustees too. They cover the associated islands within those areas too. Ballenas–Winchelsea has no separate elected trustee race in these results. This is a dated status check. It is not a full new audit of every bylaw.

The dated report is kept below. Its sources and any corrections follow.

A dated check across the island editions, with preliminary counts separated from official declarations.

The Islands Trust election results page reports counts for the ten contested trustee areas. Gabriola, Mayne and Saturna were filled by acclamation. Each area has two seats. The Trust labels its contested counts preliminary; election authorities have also issued separate declarations. Our island reports distinguish those declarations from preliminary leaders and include candidate totals.[1]

Trustees will be sworn in on November 12. The first Council meetings of the new term are scheduled for November 13 and 14 in Victoria, with public attendance in person or remotely. Executive Committee and Conservancy Board elections are on the program.[2]

The adopted September 23 Executive Committee minutes confirm approval of Galiano Bylaw 300, Hornby 176 and 177, and South Pender 131. Executive approval is a separate step from local adoption.[3]

Saturna’s adopted September 28 minutes confirm all three readings and referral of enforcement Bylaws 146 and 147. They direct staff to initiate adoption by resolution without a meeting after Executive approval; that direction alone does not establish adoption.[4]

The October 15 Financial Planning Committee package contains the first draft of the 2027/28 budget. Staff attribute $528,000 of the projected increase to trustee remuneration and pay for existing staff positions, or 39.3% of the total projected increase. These are draft-budget figures, rather than an approved tax increase or a household tax bill.[5]

Ballenas–Winchelsea is not listed as a separate trustee race in the Trust results. Its latest indexed special-meeting agenda, dated August 21, is for the Executive Committee acting as a local trust committee. It lists a closed session and rise and report, with no amending bylaw listed for readings or adoption. That agenda does not establish the meeting’s decisions.[1][6]

The individual island reports describe the bylaw records checked and the outcomes still unverified. They cover the twelve local trustee areas and Bowen’s two municipal trustees, including associated islands within those areas. Ballenas–Winchelsea has no separate elected trustee race in these results. This is a dated status check, rather than a full new audit of every bylaw.
