Bowen Island incorporated in 1999, elected its own council, and runs its own planning. The Islands Trust Act still compels it to levy a Trust tax it cannot see, contest, or appeal.

The record

• Bowen's Trust levy: $242,680 in 2017/18 → $528,690 in 2026/27 — more than doubled, up 52.8% in the last three budget years alone.
• 78.8% of Bowen voters (1,364 to 367) backed renegotiating a requisition formula unreviewed since incorporation.
• The Act makes the requisition "a debt due to the government" — no independent appeal process exists.
